The State Council has announced a decisive move to eliminate the use of highly toxic pesticides in agricultural production, marking a significant step toward ensuring food safety. According to a press conference held by the State Council Information Office, the government has decided to shut down all 16 existing production facilities that manufacture these dangerous chemicals, regardless of whether their products are exported or sold domestically. This decision aims to completely cut off the supply chain and prevent any potential contamination of agricultural products.
Gao Hongbin, Deputy Minister of Agriculture, emphasized that the country has already phased out 11 highly toxic pesticides from seven companies and intensified monitoring of substances like methamidophos. However, there are still 16 companies producing five types of highly toxic pesticides, primarily for export. Although the export volume is relatively small—around $20 million annually—the government has opted to stop all production, even for export, to ensure that these harmful chemicals do not re-enter the domestic market through alternative channels.
To support this transition, the Ministry of Agriculture has introduced 29 alternative pesticides and 43 corresponding technologies to replace the banned substances. These new options are designed to be both effective and safer for agricultural use.
This policy aligns with long-term efforts to reform China’s pesticide industry. In December 2000, former Vice Premier Wen Jiabao called for reducing the proportion of highly toxic pesticides. Over the years, multiple departments have implemented measures to gradually phase out these chemicals. By January 1, 2007, the five most hazardous pesticides were officially banned, with only limited exports allowed for a transitional period.
Since August of this year, the government has launched a nationwide campaign to address high-toxicity pesticide issues. In just two months, over 318,000 law enforcement officers conducted inspections at more than 188,000 enterprises and markets. A total of 10,612 cases of illegal activities were investigated, with 5,259 cases leading to penalties and 187 unlicensed businesses shut down.
These efforts have significantly improved the quality and safety of agricultural products. Recent inspections of 100 major wholesale markets across the country showed that vegetable pesticide testing compliance rates exceeded 94%, with notable improvements in cities like Beijing, Tianjin, Shanghai, and Shenzhen. The overall qualified rate has risen by over 2.5 percentage points compared to last year.
