Phosphogypsum identity changed from "residue" to "product"

The China Phosphate Fertilizer Industry Association has recently issued a notice to phosphate fertilizer companies, urging them to closely monitor the new definition of phosphogypsum included in the draft revised national standards for architectural gypsum currently open for public comments. This revision is expected to pave the way for the full and efficient utilization of phosphogypsum. According to the association, the latest draft reclassifies phosphogypsum as a "product" rather than a "residue" in both the "definition and terminology" section and the "composition of raw materials for building gypsum." This shift in classification carries significant implications for how companies manage and handle phosphogypsum. As a product, phosphogypsum must now be treated like any other industrial output. Companies are encouraged to integrate it into their overall quality management systems, ensuring that it meets product standards for transportation, storage, stacking, delivery, and yard management. It is essential that enterprises develop clear guidelines and enforce strict compliance with these requirements. In addition, the association emphasized that companies should strive to improve the yield of phosphoric acid, enhance water purification efficiency, and reduce impurities in phosphogypsum to ensure higher quality and greater stability. These efforts will not only support better utilization but also align with broader industry goals. Historically, phosphogypsum has been regarded as a waste byproduct, and its use has often been categorized under "comprehensive utilization." Traditionally, this has involved replacing natural gypsum with phosphogypsum to produce construction materials. However, if phosphogypsum is officially recognized as a product, its usage could expand significantly, while the standards for its application would also rise. According to the revised draft of the National Standard for Building Gypsum, phosphogypsum must meet five key criteria: it must be harmless in composition, suitable for use, have low free water content, maintain a stable and uniform composition, and offer reliable supply and cost-effectiveness. In response, the Phosphate Fertilizer Association urges high-concentration phosphate and compound fertilizer companies to strengthen their management of phosphogypsum and actively explore new applications. Looking ahead, the industry’s energy-saving and emission reduction targets set during the "Eleventh Five-Year Plan" include increasing annual phosphogypsum output beyond 10 million tons and raising the comprehensive utilization rate from 10% to 20% by 2010. This marks a critical step toward more sustainable and efficient use of phosphogypsum in the long term.
