Geely accelerates overseas expansion of 6,000 acres of Mexican automotive manufacturing base into planning

After Russia raised its automobile emissions certification standards this year, the position of Chinese car manufacturers in Russian factories has come under closer scrutiny. Geely Automobile’s spokesperson, Wang Ziliang, who has established manufacturing facilities in multiple overseas markets, recently stated that Geely’s production at its joint-venture plant in Russia is performing well. He also mentioned that the company expects to meet the new Russian emission standards by either March 15 or April 20, which will allow for continued exports. In addition to its Russian operations, Geely is currently planning a new industrial park project in Mexico. Li Shufu, chairman of Zhejiang Geely Holding Group and a member of the 11th National Committee of the Chinese People's Political Consultative Conference, recently told a reporter from Caijing that rising costs and the appreciation of the RMB have prompted the company to gradually shift production to more cost-effective overseas locations. The proposed Mexican manufacturing base covers approximately 6,000 acres and is seen as a key part of Geely’s global expansion strategy. According to recent information on Geely’s overseas investments, the company was involved in a bid organized by the Ministry of Commerce in 2007 for a cooperation zone in Mexico. Five companies, including Zhejiang Geely Automobile Co., Ltd., successfully won the bid and are responsible for developing the China-Ningbo Geely Industrial Economic and Trade Cooperation Area in Mexico. Wang Ziliang noted that while the Mexican project is still in the early stages of planning, it will focus on full-vehicle production. However, the investment has not yet been officially confirmed, and construction is still far off. Meanwhile, other international factories are progressing smoothly. Geely’s corporate strategy outlines a goal of having two-thirds of its sales come from overseas markets by 2015. Last year saw significant progress in international partnerships, including a $1.5 billion contract with Russia’s ROLF Corporation for vehicle supply. The company also completed SKD assembly in Ukraine and started CKD assembly of the Freedom Ship in Indonesia. Additionally, Geely acquired British Manganese Bronze and is co-producing the classic taxi model Dili, with plans to launch the TX4 model later this year. Starting January 1, Russia implemented Euro III emission standards for imported vehicles. This has significantly limited Chinese auto exports, especially commercial vehicles, due to the lack of prior Euro III certification. All automakers are now racing to obtain the necessary certifications. “We’ve already passed the new standards for our Geely and King Kong models,” said Geely Meijiafeng, the company’s export manager. “The Geely Technology Department is currently testing the results based on the new standards, and the final outcomes will be released around March 15 or April 20. There are no issues with the Russian certification.” Chen Anning, director of Ford’s entire vehicle business, pointed out that although Russia’s emission standards reached Euro III three years after Western Europe, they are already planning to implement Euro IV standards in 2010. This presents a major challenge for Chinese automakers trying to gain recognition in the Russian market.
