In the context of energy conservation and emission reduction becoming the central theme in the automotive industry, the topic of remanufacturing auto parts has gained increasing attention. Recently, it was reported that regulations for managing the remanufacturing of auto parts and components are currently under development, signaling a potential major advancement in this area, which experts have long advocated on a large scale.
On the morning of January 28th, the reporter visited the office building of the China Automobile Industry Association on Sanlihe Road in Beijing, where they met Yan Yiping, deputy director of the Expert Committee of the China Association of Automobile Manufacturers and a senior economist. Yan is also a researcher and group leader focused on the development of the auto parts remanufacturing industry.
Yan explained that after nearly a year of research and demonstration, the Research Group for the Development of Auto Parts Remanufacturing has made notable progress. In the near future, the pilot program, selected companies, and management methods for the pilot work will be officially announced.
The government has been actively promoting related research. As early as 2005, the State Council issued two key documents, No.21 and No.22, emphasizing the need to "support the remanufacture of waste and used machinery and electronic products." The "green remanufacturing technology" was listed as one of the key areas for government support at both national and local levels. Relevant leaders of the State Council have consistently emphasized the importance of this initiative, issuing instructions in 2006 and 2007 to accelerate the revision of regulations and launch the pilot projects for auto parts remanufacturing.
It is understood that the remanufacturing of auto parts is mainly led by the Department of Resource Conservation and Environmental Protection under the National Development and Reform Commission. In February 2007, the National Development and Reform Commission formally commissioned the China Association of Automobile Manufacturers to organize experts for research into the development of the auto parts remanufacturing industry.
By March 2007, the research group for the development of auto parts remanufacturing was established and began its work. To promote the rapid growth of the industry and ensure the scientific formulation of relevant regulations, various ministries and commissions, including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Commerce, the State Council Legislative Affairs Office, and the State Environmental Protection Administration, formed a pilot working group last year.
Under the guidance of the leading group, experts from government departments, automobile companies, and research institutions formed a pilot task force. Former Minister of Machinery Industry He Guangyuan served as a consultant, and the expert group is fully responsible for the pilot development of the auto parts remanufacturing industry.
Yan Yiping told reporters that the current work of the expert group and the research group is progressing smoothly, and the research phase has largely been completed.
Recently, four key research results were announced. In Yan's office, the reporter saw a neatly organized document titled "Research on the Development of Auto Parts Remanufacturing Industry" (discussion draft). According to reports, this is a preliminary outcome of the research, and one of the achievements of the auto parts industry's development.
He explained that the development of the auto parts industry will eventually produce four outcomes: first, the report "Research on the Development of Auto Parts Remanufacturing Industry"; second, the pilot project for the development of parts and components; third, the determination of pilot enterprises; and fourth, the formulation of the "Measures for the Administration of Pilot Remanufacturing Parts and Components."
The report is the core of the research and serves as the foundation for the other three outcomes. The discussion paper includes an analysis of domestic and international auto parts remanufacturing, the scope of remanufactured products, qualification standards for remanufacturing companies, and management recommendations from relevant authorities. "The report is basically complete and may be printed after the Spring Festival," said Yan Yiping.
There are strict requirements for the qualifications of pilot enterprises. During the research process, the pilot leading group and the expert group provided valuable input on the content of the research report, the pilot program, the management method, and the qualification criteria for pilot companies.
Auto companies paid particular attention to the evaluation of pilot companies. Yan Yiping mentioned that the National Development and Reform Commission is very cautious in reviewing these companies. In October last year, the commission issued a notice to provincial development and reform commissions or economic and trade commissions across the country, requesting them to recommend pilot companies. "Some provinces and cities took the recommendation seriously. So far, there are already 45 candidate companies in 13 provinces and cities, including FAW, Dongfeng, SAIC, and other strong vehicle companies, as well as leading companies like Yuchai and Chai," he said.
The National Development and Reform Commission has strict requirements for the qualifications of pilot companies. "Whole vehicle companies must meet three conditions, while parts and component companies must meet five conditions. For example, pilot companies should have a relatively large production scale and market presence, and be representative in their field. For component companies, their production equipment and technical testing levels must comply with relevant regulations," Yan Yiping explained.
In addition, after extensive discussions and revisions, the "Administrative Measures for the Pilot Work of Remanufacturing Auto Components" will also be announced soon. This document outlines the principles for selecting pilot companies, the scope of pilot products, circulation, and regulatory measures.
