Auto parts remanufacturing trials are fully promoted

In the context of energy saving and emission reduction becoming a central focus in the automotive industry, the topic of auto parts remanufacturing has gained increasing attention. Recently, it was reported that new regulations are being developed to manage the remanufacturing of auto parts and components, signaling a major step forward in this growing sector. On the morning of January 28th, the reporter met with Yan Yiping, deputy director of the Expert Committee of the China Association of Automobile Manufacturers and a senior economist, at the association’s office in Sanlihe Road, Beijing. Yan is a leading researcher in the development of the auto parts remanufacturing industry. After nearly a year of research and field studies, the Research Group for the Development of Auto Parts Remanufacturing Industry has made significant progress. In the coming months, details on the pilot program, selected companies, and management procedures will be officially announced. The government has been actively promoting related research. As early as 2005, the State Council issued two key documents (No. 21 and No. 22), emphasizing the need to support the remanufacture of waste and used machinery and electronic products. "Green remanufacturing technology" was identified as a priority for government investment and policy support. In 2006 and 2007, the State Council leadership emphasized the importance of this initiative, instructing relevant authorities to revise regulations and launch pilot projects for auto parts remanufacturing. The National Development and Reform Commission leads the remanufacturing efforts, and in February 2007, it commissioned the China Association of Automobile Manufacturers to conduct research on the industry's development. A dedicated research group was established in March 2007, and by last year, several ministries and commissions, including the Ministry of Science and Technology and the State Environmental Protection Administration, formed a pilot working group. Under the guidance of the leading group, experts from government agencies, car manufacturers, and research institutions formed a pilot task force. Former Minister of Machinery Industry He Guangyuan served as a consultant, overseeing the entire pilot process. Yan Yiping confirmed that the expert group's work is progressing well, and the research phase is nearing completion. Recently, four key outcomes were announced. First, the "Research on the Development of Auto Parts Remanufacturing Industry" report, which serves as the foundation for the other three results. Second, the pilot project for remanufacturing parts and components. Third, the selection of pilot enterprises. Fourth, the formulation of the "Administrative Measures for the Pilot Work of Remanufacturing Auto Components." The report, currently in draft form, includes an analysis of domestic and international practices, product scope, qualification standards for remanufacturers, and recommendations for regulatory bodies. It is expected to be finalized and published after the Spring Festival. Pilot enterprise qualifications are strictly regulated. The National Development and Reform Commission requires specific criteria for both whole vehicle and component manufacturers. For example, pilot companies must demonstrate large-scale production capabilities, market presence, and representativeness in their respective fields. Component manufacturers must meet equipment and testing standards. Currently, 45 candidate companies from 13 provinces and cities have been proposed, including major automakers like FAW, Dongfeng, SAIC, and engine manufacturers such as Yuchai and Chery. The upcoming "Administrative Measures for the Pilot Work of Remanufacturing Auto Components" will outline guidelines for selecting pilot companies, product scope, distribution, and regulatory frameworks. This marks a critical milestone in the evolution of the auto parts remanufacturing industry in China.
