The State Administration of Work Safety set off the first round of "security storms" this year and more than 2,000 undocumented hazardous chemicals companies will be shut down.

On February 15, a reporter learned from the State Administration of Work Safety that by the end of last year, a total of 35,842 non-coal mines, hazardous chemical companies, and construction firms had failed to apply for production safety licenses. These companies would now be subject to strict supervision and could face closure if they did not comply. The administration emphasized that it would also conduct inspections and acceptance procedures for companies that had submitted applications. It is reported that among these 35,842 enterprises, there were 8,053 non-coal mining companies, 2,866 hazardous chemical enterprises, and 24,923 construction firms. All of them belong to high-risk industries as defined in the "Regulations on Work Safety Permits." None of them had applied for a safety production license. According to the newly issued "Safety Production License Regulations," the State Administration will first revoke all licenses of these companies. Next, they will cut off electricity supply, stop the distribution of raw materials, and suspend other public utilities. Additionally, the list of such companies will be made public. To avoid delays or last-minute closures, the administration has urged local authorities not to wait until the final deadline. Provinces must submit their lists in batches and follow the schedule strictly. This measure aims to ensure a smooth and timely implementation of the regulations across the country. For companies that have already submitted applications for production safety licenses, the administration has emphasized industry-specific safety measures. In the non-coal mining sector, the focus is on preventing well blowouts in high-pressure, high-hydrogen sulfide, and offshore oil operations. For hazardous chemicals, the key areas include leakage of chlorine, liquefied gas, ammonia, and highly toxic substances, as well as the prevention of "three violations" — unauthorized operations, rule-breaking, and poor discipline. Environmental protection measures and the relocation of chemical plants with insufficient safety distances are also priorities. According to statistics released by the administration, as of December 31 last year, there were 115,662 non-coal mines nationwide, with 107,735 applications submitted, resulting in a 93.2% application rate. Out of these, 40,220 licenses had been issued, giving a certification rate of 34.8%. For hazardous chemicals and fireworks, 30,219 units were required to apply, with 27,322 applications received, a 90.4% application rate. Of those, 13,721 licenses had been issued, achieving a 45.4% certification rate. These figures highlight the ongoing efforts to improve safety compliance across high-risk industries in China.
