On February 15, a reporter learned from the State Administration of Work Safety that by the end of last year, a total of 35,842 companies operating in non-coal mining, hazardous chemicals, and construction sectors had failed to apply for safety production licenses. These enterprises will now be placed under strict supervision and may face closure if they do not comply. The administration is also conducting safety inspections and acceptance procedures for companies that have submitted license applications.
According to the information, among these 35,842 companies, there are 8,053 non-coal mining firms, 2,866 chemical companies, and 24,923 construction enterprises. All of them belong to high-risk industries as defined by the "Regulations on Work Safety Permits." None of them had applied for a safety permit, which is mandatory for legal operations.
In accordance with the revised "Safety Production License Regulations" issued last year, the State Administration of Work Safety has taken immediate action. First, it will revoke the licenses of these non-compliant companies. Second, it will cut off electricity supply, stop the distribution of raw materials, and suspend other essential public utilities. Additionally, a public list of these companies will be released to increase transparency.
To prevent delays or last-minute closures in certain regions, the administration has instructed all provinces to submit their lists in batches rather than waiting until the final deadline. Each region must strictly follow the schedule to ensure timely implementation of the measures.
For companies that have already submitted applications for safety permits, the State Administration has emphasized industry-specific safety requirements. In the non-coal mining sector, the focus is on preventing well blowouts in high-pressure oil and gas wells, as well as offshore operations. For the chemical industry, the main concerns include leaks of dangerous substances like chlorine, liquefied gas, ammonia, and highly toxic chemicals, along with addressing "three violations"—improper operations, rule-breaking, and poor discipline. Measures to prevent environmental pollution and the relocation of chemical plants located too close to residential areas are also priorities.
As of December 31 last year, the country had 115,662 non-coal mines, with 107,735 applying for licenses, resulting in a 93.2% application rate. However, only 34.8% had received the actual permits. In the hazardous chemicals and fireworks sector, 30,219 units were required to obtain licenses, with 27,322 applications submitted, achieving a 90.4% application rate, but only 13,721 had been approved, giving a certification rate of 45.4%. These statistics highlight the ongoing challenges in ensuring full compliance with safety regulations across high-risk industries.
