At the 3rd International Forum on Petroleum and Chemical Industry Development (Kuqa), Zhang Hanya, director of the Investment Research Institute of the National Development and Reform Commission, stated that during the “Eleventh Five-Year Plan” period, the main task of China’s energy resources was open source.

Zhang Hanya said that the "Eleventh Five-Year Plan" puts forward a goal of reducing energy consumption per unit of GDP of China by about 20% from the end of the "Tenth Five-Year Plan" by 2010. Even if the goal of energy conservation is achieved in the final period of the “Eleventh Five-Year Plan” period, China’s demand for energy in 2010 is still much higher than in 2005. In other words, for a large developing country like ours, relying on savings alone will not solve the problem of long-term development. Therefore, the main task of the chemical industry as an important part of the energy industry is open source.

He believes that China has great potential, with CBM resources of about 30 trillion cubic meters, ranking third in the world after Russia and Canada; there are also a large number of unutilized blast furnaces, coke oven gas and other flammable gases. Gases also have certain reserves of unconventional oil and gas resources such as oil shale, oil sands, and asphalt; China's sea areas also contain abundant natural gas hydrate resources, which can be used as a supplement to conventional oil and gas resources. Coal with abundant reserves can be converted into petrol, diesel and other chemical products. At present, the first phase of Shenhua CTL with China's proprietary intellectual property technology has completed about 30% of the project volume. Ethanol gasoline has been applied in five provinces of Heilongjiang, Liaoning, Jilin, Henan and Anhui in China. These alternative energy sources are complementary and substitutes for oil and natural gas and will play an important role in solving the problems of China's oil and natural gas.

At the same time, he said that these projects have just started and they still need a lot of capital and technological input to gradually become a stable source of energy. To this end, the state has and will continue to formulate a series of policies to encourage development.
