According to Liang Yunfa, chief of the office of the ground-source heat pump of Shenyang Municipal Construction Committee, Shenyang is located in northern China. Winter heating is mainly achieved through the combustion of fossil fuels such as ú, oil, and natural gas. Heating and environmental protection have become an intractable shield. Urban sewage is a rare source of heat and heat for heat pumps in the cold regions of the North. According to statistics, this project can reduce carbon dioxide emissions by 106,900 tons, 346 tons of sulfur dioxide, and 300 tons of nitrogen oxides in the following year, achieving zero PM2.5 emissions. At the same time, the sewage source heat pump technology system does not need to set up a cooling tower, uses the city's original sewage, and saves a lot of water resources. “As the government authorities, we fully support the promotion and application of this technology.”

In order to ensure that the project landed as soon as possible and to achieve its effectiveness as soon as possible, Shenyang Power Supply Company established a special working group to integrate resources at the initial stage of the project and provide a rationalized power supply program for the sewage source heat pump heating companies through on-site surveys and load forecasting. At the same time, a special person was assigned to provide ground source heat pump related power price policies for waste water source heat pump heating companies, risk assessment for project investment, and economic evaluation based on the development of power market.

Once the project was proposed, it was highly concerned by the municipal party committee and the municipal government. Under the joint efforts of the power supply enterprises, sewage source heat pump heating companies and developers, the project was quickly approved by the Shenyang City Construction Committee, forming the “four λ one”. The sewage source heat pump system is the most promising one for the development and application prospects of various heat pump technologies in China. At present, the technology is relatively mature. There are many domestic and foreign engineering projects. In the early 1980s, sewage source heat pump technology has been applied in Sweden, Norway and other Nordic countries. Now China's sewage source heat pump has also been applied to a certain extent. Data statistics show that the application of the sewage source heat pump system saves more than two-thirds of the electric energy compared with the electric heating system, and saves more than one-half of the ú charcoal resources compared to the conventional fuel-based heat pump. Because the heat source temperature of the sewage source heat pump is relatively stable throughout the year, its cooling and heating coefficient is about 40% higher than that of a conventional air source heat pump, and its operating cost is only 50% to 60% of that of an ordinary central air conditioner.
