The reporter learned from the special press conference of the Shanghai Municipal Government that since 2006, Shanghai has fully launched the third round of environmental protection action plan: a total investment of 40 billion yuan, and about 260 projects, highlighting the construction of environmental infrastructure and pollution control and improvement in key areas. Strengthening chemical environmental protection and governance is one of the focuses of the new round of action plans. The main objectives are: First, to improve the environmental infrastructure, the industrial area has developed the land sewer pipe network to achieve full coverage, conditional industrial areas to start the construction of centralized heating facilities, basically completed the construction of solid waste resources utilization and harmless disposal facilities system. Second, environmental pollution is effectively managed. The chemical oxygen demand of major pollutants in the water environment is reduced by about 15%, ammonia nitrogen is reduced by about 10%, and the treatment rate of pollution source control tubes in the industrial area is above 90%; the utilization rate of industrial solid waste resources reaches 95. %, Industrial waste, hazardous waste, medical waste, and radioactive waste are safely disposed of. Third, the environmental supervision system has been continuously improved and the management is more scientific. The city's total sulfur dioxide emissions have been controlled within the range permitted by the State, and industrial enterprises that account for more than 85% of the city's pollution load have achieved stable discharge standards. Fourth, the environmental quality of Wusong Industrial Zone basically meets the functional area requirements.
It is understood that the Shanghai Environmental Protection Three-year Action Plan began in 2000. In the past six years, the Shanghai Center has relocated a number of chemical and pharmaceutical companies, closed 10 chemical fertilizer companies on the outskirts of the city, shut down and relocated more than 300 small chemical enterprises in townships, and at the same time, chemical companies newly established and relocated in the city The park is concentrated. In the just-concluded second round of action plan, Shanghai’s total environmental protection investment reached 70 billion yuan, and a large number of environmental protection projects have been built.
