Biodiesel will enter the refined oil retail network

Recently, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) and the National Standards Commission have issued 264 national standards to the public in the "Announcement of the Approval of the People's Republic of China on the Release of National Standards" (No. 6 of 2010). These include the standard of bio-diesel blending fuel (B5) that has received much attention from the industry (hereinafter referred to as "B5 Standard"), which is numbered GB/T 25199-2010, and is awarded by Sinopec Research Institute of Petroleum and Petrochemical Sciences and COFCO Limited. Responsible for drafting and completion, will be formally implemented on February 1, 2011.
Biodiesel Market Speed-up Biodiesel, also known as fatty acid alkyl esters, is obtained by transesterification of alcohols (methanol, ethanol) with vegetable oils, animal fats, and waste restaurant oils as raw materials. Compared with mineral diesel, biodiesel has three advantages: renewable, clean and safe. At present, countries such as France and Japan have internationally enforced the B5, B10 or B20 standards by the government, that is, they are forced to add biodiesel to petrochemical diesel at a ratio of 5%, 10% or 20%.
As early as in 2007, China promulgated the “National Standard for Biodiesel Fuel Blending for Diesel Engines (BD100)”, which makes biodiesel as an alternative energy source with an official status, but this standard is only a chemical product standard. Therefore, at present, China's biodiesel is mainly used in chemical products, agricultural power machinery, etc. It has not yet been used as a legitimate vehicle fuel. If biodiesel is to enter the refined oil retail system, related blending standards are also needed.
The promulgation and future implementation of the "B5 Standard" has opened the door for domestic biodiesel to enter the refined oil market. Kang Liping, Officer of the Low Carbon Transportation Project of the Energy and Transportation Innovation Center, said: “If biodiesel is added to petrochemical diesel in accordance with the “B5 Standard”, there will be no special requirements for storage and transportation conditions, and neither the automotive engine itself nor the automotive power will be required. It has obvious influence, and its application and promotion model is similar to that of ethanol gasoline (E10). Compared with fossil fuels, biodiesel fuel has the characteristics of low carbon intensity and good environmental protection.”
The construction of the standard system needs to be improved. The “B5 Standard” clarifies the identity of biodiesel and can promote products to the market. After the implementation of the "B5 Standard", the domestic industry is bound to usher in the great development of the biodiesel industry. Many private enterprises will take advantage of the potential to enter the fuel market. At the same time, many people in the industry are concerned that the formulation of the “B5 Standard” is based on international standards of the same kind. Combined with the status quo of the Chinese biodiesel industry, some relevant indicators have been formulated more rigorously, and this will become a burden on technological transformation of enterprises.
The standard of biodiesel is a systematic project, which not only includes the quality standards of biodiesel, but also includes a series of complete systems including different mixing ratio product standards, raw material storage standards, and specifications of biodiesel processing equipment. Some experts indicated that with the implementation of the “B5 Standard”, in the coming years, based on comprehensive factors such as China’s biodiesel production, market sales, and auto industry response, China will formulate the B7 and B10 standards, and B20 will be considered in the future.
