According to the provisions of the (Administrative Measures for Environmental Protection Standards), China's environmental standards consist of three types and two levels.
The three categories refer to environmental quality standards, pollutant discharge standards, and environmental protection standards and method standards.
The two levels mean that China's environmental standards are divided into two levels, national and local. The local level is actually the provincial level. Therefore, we can divide the environmental standards into two levels: national level, provincial level, Baizhi district, and municipal level (provincial level).
(1) Environmental quality standards
In order to maintain a certain environmental quality, protect the health of the people, social wealth and promote a virtuous circle of ecology, the permissible raw materials of various harmful substances (or factors) in the environment in a certain time and space are called environmental quality standards. The environmental quality and standards reflect the comprehensive requirements of the population, animals, plants and ecosystems for environmental quality, and also indicate the level of technical and economical possible control of pollution in a given period of time. The environmental quality standard reflects the requirements of the ring rope target, and is the basis for evaluating whether the environment is contaminated and the pollutant emission standard M is formulated.
(2) Pollutant discharge standards
In order to achieve the national environmental goals and environmental quality cloud standards, the limit on the concentration or quantity of pollutants discharged from the pollution source into the environment is the pollutant discharge standard. The direct purpose of developing emission standards is to control the emission of pollutants to meet environmental quality requirements. Emission standards are more legally binding, and they must bear corresponding legal responsibilities beyond the emission standards. Emission standards are an important means of strengthening national environmental management.
(3) Environmental protection basic standards and environmental protection method standards
Environmental basic standards and method standards are a special type of standard. There are many types of environmental quality standards and emission standards. The development of standards is very complicated. Some common principles, methods and procedures need to be followed in the development process. Environmental Basic Standards and Methodological Standards are instructive symbols, guidelines, guidelines, and methods for sampling, analysis, testing, and monitoring to establish environmental quality standards and emission standards. They are the working norms on which environmental standards are based. Therefore, they are called the basic standard and the Fangluo strain.
