It is understood that the European Union has stipulated that since July 1, 2011, polyamide kitchenware (commonly known as “nylon” utensils, such as nylon shovels used in pans) or melamine kitchenware produced or shipped from mainland China and Hong Kong (such as Porcelain plastic bowls, etc.) In addition to the special migration limits for primary aromatic amines and formaldehyde should meet the requirements of the EU Plastics Food Contact Materials Directive 2002/72/EC, special measures are also taken for import management: First, they can only enter from designated ports; The second is that the importer must provide a statement that the product's primary aromatic amines and formaldehyde are in full compliance with the European Union's limited requirements, and attach a corresponding qualified test report; thirdly, the competent authority must sample and test imported batches at a rate of 10%, except for authorization. , The result can only be released if qualified.

The implementation of this regulation will undoubtedly put China's related products at a disadvantage in competition with similar products in other countries. Experts of the Bureau analyzed that designated ports restricted the flexibility and convenience of transport and destination selection, extended the distance of commodity circulation, and increased logistics costs; sampling sampling inspections would extend the customs clearance time and increase the number of goods waiting at the port and yard. The various customs clearance costs incurred; the requirement to provide laboratory inspection reports in batches will further increase the production costs of related products in China.

To this end, the Shenzhen Inspection and Quarantine Bureau reminds Shenzhen enterprises to closely follow the implementation of relevant EU regulations, strengthen information collection, and have a good understanding of the regulatory restrictions on exporting destination countries, and early import of new EU measures to corporate operations, especially marketing and logistics arrangements. At the same time, according to EU regulations, if there is no label on the product, the most stringent test conditions will be selected at the time of the test, which may result in the qualified product being detected as unqualified during normal use.
